I want to know when a request is created

When I login I want to be able to easily see which new requests have been created over my different projects.

Created feature: Notification system
When a request is created the owner of the project will get a notification in the ui.
The created system is able to extend into other notifications and for other type of users (admin notification / system errors or warnings)
